It is hoped that Community Councils will contribute to this section especially with suggestions as to how best to approach any significant application. Lessons learnt would also be useful if an approach failed to work because something was missed out in the objection.
Changes to the scheme of delegation
Detailed on the link below are a few changes to the planning process:
- Planning officers can now grant planning permission for householder development (house extensions and alterations) with up to 20 material objections.
- Planning officers can now grant listed building consent for householder listed building applications with up to 20 material objections.
- Planning officers can now refuse planning permission, listed building consent, advert consent, etc. for any application with up to 20 support comments.
- A Committee decision (this involves Councillors) is needed where there are unresolved objections from statutory consultees, including Community Councils where they have that status.
- A Committee decision is needed where the recommendation is at odds with the views of the Community Council as a Consultee.
As the link details, this will be reviewed after one year.

The Planning and Development Process in Edinburgh and the role of Community Councils and the wider community.
If the City of Edinburgh Council wishes to encourage and foster the democratic involvement of Community Councils in the planning process and indeed the participation of the wider community, whether activists and representatives of associations in the area or the concerned general public, it needs to facilitate a number of improvements in all stages of the process.
This includes the public consultations and exhibitions prior to submission of a planning application, the planning application process and the submission of comments, the post planning
approval stage where a number of important documents are fed into the planning system and the development construction period itself.

The following Planning (Scotland) Bill was placed before the Scottish Paliament on 5th December 2017. We have made the three key documents available for you but it has been suggested that the most accessible paper is the Explanatory Note which accompanies the Bill.

Statutory Consultee Status
Community Councils are Statutory Consultees. This is automatic for planning applications of 50 houses or more.
A Community Council can request to be Statutory Consultee for any planning application by requesting this with the case officer up to 7 days after publication in the Weekly List.
